The Independent Electoral and Boundaries Commission (IEBC) of Kenya made a significant administrative announcement on February 5, 2026.

In an official press release posted on its X account, the Commission informed the public that Moses Ledama Sunkuli had been appointed as the Acting Chief Executive Officer (CEO) and Commission Secretary, effective immediately, for a period of six months. The move followed the resignation of Marjan Hussein Marjan, who previously held the position.

The appointment has already stirred debate. Martha Karua, leader of the People's Liberation Party (PLP), has questioned IEBC’s decision to bypass the two deputies of the former CEO in favor of Sunkuli.

She has expressed distrust in the Commission’s decision‑making, suggesting that the temporary appointment may not be straightforward and could conceal ulterior motives.

“Why would IEBC bypass the two deputies of the former CEO in this appointment which is temporary?” she has asked.

The announcement comes at a sensitive time for the electoral body, as leadership decisions within IEBC continue to attract heightened public scrutiny ahead of future electoral processes.

Under the IEBC Act, the Commission holds the mandate to appoint senior officials within its Secretariat, including an acting CEO, pending a substantive appointment.

As of publication, IEBC had not issued a response to the concerns raised nor clarified the criteria used in selecting Sunkuli over the deputy chief executive officers.

The unfolding discussion has renewed debate around transparency, internal succession, and governance within the Commission — issues that remain central to maintaining public confidence in Kenya’s electoral management institution.
