Former Chief Justice David Maraga has launched what he calls 'Operation 3L (3rd Liberation)' in response to the alleged murder of Albert Omondi Ojwang’ and what he described as a cover-up by top police officials.

In a statement released on June 16, 2025, Maraga accuses senior security officials, including Deputy Inspector General of police Eliud Lagat, of lying under oath and participating in a coordinated cover-up of Ojwang’s death. He has called for their immediate arrest and prosecution.

“There is prima facie evidence that Mr. Eliud Lagat is implicated in the illegal arrest, torture, strangulation, and murder of the late Albert Ojwang’,” Maraga said. “Yet, Mr. Lagat still remains in office.”

He blames the National Police Service (NPS), Directorate of Criminal Investigations (DCI), and IPOA for violating public trust. “They have lost the trust of the Kenyan people. This cannot be allowed to continue,” Maraga added.

Maraga has also criticized President William Ruto’s remarks on the murder as “callous and calculated” and accused him of avoiding responsibility for widespread extrajudicial killings under his watch. “The buck stops with him,” he stated.

Citing Articles 37 of the Constitution, Maraga has urged Kenyans to take peaceful action. He has pledged to join citizens demonstrating on June 25 to demand justice for Ojwang’ and other victims of extrajudicial killings.

“If no prosecution is commenced by June 25, 2025, I will formally join efforts to hold them accountable through private prosecutions,” he said.

He has expressed frustration over the government’s failure to act, saying, “This shows the level of callousness and disregard Ruto and his leadership have for the life and suffering of Kenyans.”

Maraga concluded with a rallying cry for constitutional reform and accountability, inspired by Gen Z activism. “Let us come out in large numbers... to reset our country to constitutionalism and the rule of law.”
