Aden Duale has officially assumed the role of Cabinet Secretary (CS) in charge of Health, marking a pivotal moment for Kenya’s healthcare landscape. The official handover ceremony took place on April 1, 2025.

CS Duale has reaffirmed the government's  commitment to creating an efficient, effective, and affordable healthcare system for all Kenyans.

“Six months into Taifa Care, the Ministry remains steadfast in delivering the promise of Universal Health Coverage,” Duale stated. “Significant progress has been made across key areas, strengthening the foundation for a more responsive health system.”

According to CS Duale, with 20.8 million Kenyans now registered under the Social Health Authority (SHA), healthcare coverage has expanded to include an additional 5.7 million dependents.

“To support hospitals, Ksh 25.4 billion has been disbursed, ensuring timely service delivery,” Duale emphasized.

CS Duale has highlighted the government’s focus on enhancing the healthcare workforce. A total of 107,831 Community Health Promoters (CHPs) have been equipped with essential kits and smartphones, while negotiations with healthcare unions continue to improve working conditions.

“Reforms at KEMSA are ongoing, with Ksh 6.5 billion allocated to streamline drug supply and eliminate inefficiencies,” he added. The introduction of a national health information system and the rollout of hospital management systems across counties are expected to significantly enhance service delivery.

Looking ahead, Duale announced that the SHA will settle hospital claims by the 14th of every month, ensuring financial stability for healthcare providers. “ICU and HDU rebates have been increased to Ksh 28,000 per day, while cancer patients will now access an enhanced oncology package of up to Ksh 550,000 annually,” he noted.

Furthermore, Duale revealed plans to accelerate the digitalization of all public health facilities, with full implementation expected by October 2025. To improve accessibility, a 24/7 TaifaCare call center (dial 147) has been launched, providing immediate assistance to Kenyans seeking healthcare support.

“The Ministry remains committed to dismantling bureaucracy and ensuring a seamless, patient-centered health system that works for every Kenyan,” Duale added.

Duale's new role as Health CS follows President Ruto's latest reshuffle of his Cabinet, which saw the former CS for Health Deborah Barasa allocated to the Ministry of Environment, Climate Change and Forestry, a position Duale was previously serving.
