The Member of Parliament (MP), Mogotio Constituency, Reuben Kiborek says there is a big problem of sabotage with the Social Health Authority (SHA). Speaking at Citizen TV’s DayBreak show on February 21, 2025, Kiborek says one of the problems comes from the hospitals.
“Hospitals want to come out and paint SHA in a very bad image. They do not want to acknowledge and admit that NHIF was not going to head us anywhere. It had many problems starting with corruption. Transitioning to SHA closed some doors to corruption. And when you close corruption doors, people have to fight back,” he said.
Kiborek also says that there is an issue of demoralized staff. When the transitioned happened, it was clear that not all National Health Insurance Fund (NHIF) staff would move to the new SHA.
“When people are not sure of their fate and certainty on where they will go, they tend not to be as productive as before. That Human Resource challenge which is there because of the staff,” MP Kiborek added.

Dr. Brian Lishenga, RUPHA's chair, reported alarming statistics: 54% of hospitals have not received payments from SHA, 89% have experienced failures with the SHA portal, and 83% have faced serious challenges in verifying patient eligibility due to ongoing system glitches. He highlighted barriers including prolonged system downtime, delays in One-Time Password (OTP) verification, and difficulties in tracking claim approvals.
