President William Ruto has announced a series of significant nominations to key state commissions and boards, aimed at filling strategic vacancies and enhancing the leadership of various oversight and regulatory bodies.

Among the nominees is Ahmed Issack Hassan, the former chairperson of the Independent Electoral and Boundaries Commission (IEBC), who has been chosen to lead the Independent Policing Oversight Authority (IPOA). Hassan’s nomination, submitted to Parliament for approval, follows a rigorous selection process by the IPOA Chairperson Selection Panel, which shortlisted him alongside seven other candidates in October.

This reshuffle extends beyond the IPOA, as President Ruto’s administration seeks to appoint individuals to critical roles in additional government bodies. For example, former MP Charles Njagua Kanyi, known as Jaguar, has been nominated to serve on the Commission on Administrative Justice (CAJ) alongside Dorothy Jemator Kimengech, while Charles Orinda Dulo has been selected as the new chair of the CAJ.

According to a communiqué from the Head of Public Service, Felix Koskei, these nominations are the result of consultations with specialized selection panels, a standard procedure in appointing leadership positions in state agencies. Koskei emphasized that the nominations reflect Ruto’s commitment to addressing gaps in state agencies while collaborating with Parliament to ensure qualified leadership.

“In steering the transitions arising from vacancies within Constitutional Commissions and other State Agencies, His Excellency the President, in exercise of the prerogative vested in the Head of State and Government, nominated persons for appointment to various public offices,” the statement read in part.

Additionally, the president has nominated several individuals for membership positions across these commissions. Notably, Ruto has proposed Gerald Nyoma Arita for the role of Deputy Governor at the Central Bank of Kenya, highlighting the administration’s focus on strengthening leadership in key financial regulatory roles.

These nominations signal Ruto’s intention to chart a new direction in oversight and policy enforcement bodies as his administration seeks to enhance accountability and governance across all sectors.
