• The eastern Democratic Republic of Congo, rich in minerals such as copper and cobalt, has been plagued by conflict since the 1994 Rwandan genocide. The M23 is led by ethnic Tutsis, who derive their name from a peace agreement signed on 23 March 2009.

Representatives of the DRC and the Alliance Fleuve Congo/March 23rd Movement (AFC/M23) have agreed to work towards concluding a truce that would enhance the effectiveness of the ceasefire. This will pave the way for constructive dialogue aimed at restoring lasting peace in the DRC and the region.

According to a statement released on April 23, 2025, this dialogue will address the root causes of the ongoing crisis as well as the modalities for ending the conflict in eastern DRC.

“The representatives of the DRC and AFC/M23 express their sincere appreciation to the State of Qatar for its continued efforts and unwavering commitment in facilitating these peace talks, which have advanced dialogue and promoted mutual understanding,” the statement said.

Both parties are calling upon the Congolese people, religious leaders, and the media to support and amplify the message of hope and peace.

The conflict, which has spanned decades, escalated in January 2025 after the M23 rebels advanced and seized the strategic city of Goma in eastern DRC. The fighting has since resulted in approximately 3,000 deaths.
