- The National Cooperatives Leaders Summit 2025, organized by CIC Group, brings together various cooperatives from across the country, united in a shared vision to empower the Cooperatives Movement and drive inclusive economic growth.
The Government is working to ensure that cooperatives can access favorable credit facilities while building their capacity to manage debt effectively.
Speaking in Mombasa during the opening of the National Cooperatives Leaders’ Summit 2025, the Cabinet Secretary for Cooperatives and MSMEs Development Wycliffe Oparanya has assured that the Government remains committed to fostering an environment that supports cooperative entrepreneurship.
“We are focused on creating the right infrastructure, improving access to finance, and strengthening the policy and regulatory frameworks that govern the cooperative sector,” he said.
Oparanya has emphasized that cooperatives have always been the backbone of the economy, empowering individuals and communities. He added that, as the world changes rapidly, cooperatives must also adapt.
“Promoting cooperative entrepreneurship and building resilience within cooperatives are critical for their continued relevance and growth,” he stated. Oparanya advised that as cooperatives continue to provide affordable credit to their members, Kenyans must manage debt responsibly and ensure sustainable lending practices.

“One key reform to this end is the introduction of a Deposit Guarantee Fund as part of the proposed amendments to the SACCO Societies Act. This fund will help protect members’ savings, enhance financial stability, and strengthen confidence in the cooperative sector,” he explained.
The CS has noted that the government is working on integrating digital lending platforms into the cooperative sector. These platforms will enable cooperatives to offer secure, efficient, and accessible financial services, especially in regions that have traditionally been underserved.
“In line with these efforts, we are collaborating with institutions such as the Cooperative University of Kenya to provide targeted training programs that will build a strong leadership pipeline within the sector,” he added.
