The Ministry of Health has entered a new era of labour relations following the signing of its first-ever Collective Bargaining Agreement (CBA) with the Kenya Union of Clinical Officers (KUCO).

The Ministry has described the agreement as a historic milestone that signals a renewed commitment to labour relations and industrial harmony within the health sector.

“The signing of this Collective Bargaining Agreement marks a significant step forward in strengthening labour relations in the health sector,” the Ministry stated.

The agreement comes after months of negotiations between the two parties and fulfils commitments made under the Return-to-Work Formula signed on July 10, 2024.

According to the Ministry, the process was guided by lawful, consultative, and constructive engagement aimed at promoting stability in healthcare service delivery.

The Ministry noted that Clinical Officers play a central role in frontline healthcare services across the country and are key contributors to the Government’s Universal Health Coverage (UHC) agenda, stating, “Clinical Officers remain a critical pillar in the delivery of frontline health services and in advancing the country’s healthcare service delivery agenda."

Under the new CBA, Clinical Officers serving under the National Government will benefit from an enhanced Health Risk Allowance of KSh 7,000 per month, effective July 1, 2025, subject to the agreement being registered by the Employment and Labour Relations Court.

This represents an increase of KSh 4,000 from the current rate.

The Ministry emphasised that the milestone reflects the power of sustained dialogue, partnership, and mutual trust in building a resilient and motivated health workforce.

The signing of the CBA is expected to further stabilise labour relations within the health sector and enhance morale among Clinical Officers nationwide.
