On February 20, 2025, the Cabinet Secretary for Public Service, Performance and Delivery Management, Justin Muturi appeared before the National Assembly Labour Committee. During the meeting, Muturi gave some pointed observations regarding the government’s recent activities.

CS Muturi recently made headlines after the alleged abduction of his son Leslie Muturi, on June 22, 2024, where he gave a press statement detailing the accounts of said abduction up until his son’s eventual return. In it he alleged the National Intelligence Service and President William Ruto’s involvement.

This time however, during the meeting, CS Muturi pointed the committee’s attention to the country’s numerous stalled projects arguing it is illogical for the government to spearhead the launching of new projects when multiple others are yet to be completed.

“Some stalled projects have been there for more than thirty years. We are going to have a lot of projects that are a terrible eyesore to not just ourselves but even visitors,” he said.

His comments come barely weeks after President William Ruto’s visit to Mandera County where he promised residents the beginning of the Mandera-Isiolo Road construction. CS Muturi says he does not believe that the government budget allocation can handle the intensity of the projects. This he backed by listing a number of stalled projects including those in Matuga, Baringo and Embu.

CS Muturi spoke on the government’s announcement stating the dissolvement of nine state departments and restructuring of six other departments.

He guaranteed public officers moving to different departments, that they would not lose their jobs and if the need for downsizing ever arose, they will receive the necessary compensation as owed by the government.
