Thanks to the State Department for MSMEs Development, the Micro and Small Enterprises Authority (MSEA), the International Labor Organization (ILO), GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit), and other partners, stakeholder engagement on the MSMEs Act's implementation has begun.

The State Department for Implementation will guarantee improved rules and a legal framework to support the industry. Encouraging entrepreneurship, market connections, infrastructure assistance, capacity building, and developing issues—such as social inclusion, value chains, climate change, and formalization—will all help strengthen regulatory frameworks, cheap credit, and financial access.

Speaking at the Sarova Woodlands forum on April 24, 2025, in Nakuru City, Mr. Daniel Mathenge, a representative of the State Department of MSMEs' Development, was adamant that after review, the Bill and the Act will significantly address the issues that MSMEs in the nation have been facing.

He reaffirmed the government's commitment to supporting MSMEs and gave a reason for why the legal framework review was announced.

"The draft document outlines all the issues facing the industry and is currently undergoing public comment by the constitution for the legal framework, enhanced regulations to assist the industry," he stated.

A functional policy is anticipated to be in place by June, and the Act will be revised to align with the new policy before being authorized and put into effect.

Mr. Were Simiyu, the Senior Deputy County Commissioner for Nakuru East, praised the action on behalf of County Commissioner Loyford Kibara, stating that it will solve sectoral issues and guarantee economic expansion. He assured all stakeholders' views would be incorporated in the final document without discrimination.

“This process will help empower entrepreneurs, so I call upon all stakeholders to come out and give their views on the document. As the government, we are committed to having a legal framework towards the operationalization of MSMEs," he said.

According to Mr. Amos Koech of the Trade Department, the County Government is already offering small businesses and cooperatives affordable financing and building the MSMEs' capacity to expand in county value addition. 

“The County Government under led Governor Susan Kihika, will domesticate the MSMEs Policy pillars to create a sustainable MSEs sector,” he said. 

The meeting brought together stakeholders from the MSME sector drawn from Nakuru, Kericho, Narok, Bomet, Samburu, and Nyandarua, among other counties.
